National
Green Corps (NGC), Assam
National Green Corps (NGC) is a major initiative of Ministry of
Environment, Forests and Climate Change (MoEFCC) for creating environmental
awareness. It was launched in 2001-02 and aims at building cadres of young
children working towards environmental conservation and sustainable development.
In Assam, Assam Science Technology and Environment Council has been acting as
the State Nodal Agency (SNA) since 2002-2003 involving lakhs of school children
and teachers across all 33 districts of Assam. The Council has appointed
District Nodal Agencies (DNA) for monitoring district level activities under the
programme. Assam currently has more than 8000 School Eco Clubs and 100 College
Eco Clubs.

Prime objectives of
NGC:
- Creating environmental awareness among masses.
- Facilitating environment education and capacity building of young children.
- Promoting environmental conservation and sustainable development.
Role of Eco Clubs:
- To organize awareness programs on environmental issues and sensitize the masses regarding environmentally unsound practices.
- To organize seminars, debates, lectures, popular talks, etc., on environmental issues.
- To organize competitions such as poster making, drawing, slogan writing, essay writing, etc., with special emphasis on environmental conservation.
- To organize plantation drives, cleanliness drives, etc. in school campuses and public places.
- To grow kitchen gardens, medicinal gardens, botanical gardens, etc. and maintain them with active involvement of Eco-Club cadres.
- To organize rallies, marches, street plays, etc. at public places to spread environmental awareness.
- To promote eco-friendly practices such as avoiding single use plastics, reducing use of fossil fuels, avoiding wastage of water.
Role of District Nodal Agency (DNA): :
- To enrol School Eco Clubs.
- To collect, compile and submit information/data to the SNA as per instruction.
- To monitor school Eco club activities and ensure timely reporting to the SNA.
- To carry out district level Eco Club activities in consultation with the SNA.
- To assist concerned Deputy Commissioner / Inspector of Schools in taking initiatives to constitute a District Implementation and Monitoring Committee (DIMC).

Role of State Nodal Agency (SNA):
The Assam Science Technology and Environment Council is the State Nodal Agency (SNA) for implementing this scheme in Assam.
- To appoint District Nodal Agencies (DNA) for monitoring district level activities.
- To formulate rules and regulations for implementation of the scheme.
- To enrol Eco Clubs with support from the District Nodal Agencies and in consultation with the D.E.E.Os and I.S.
- To distribute of grants & resource materials to Eco Clubs and DNAs.
- To review the implementation of the scheme and suggest activities to be performed at the district level.
- To organise capacity building programs for Eco Club in-charge teachers.
- To organise review meetings for District Nodal Agencies.
- To organise and coordinate State level activities.
- To prepare relevant publicity materials.
- To compile reports, UCs received from Eco Clubs & District Nodal Agencies and submit them to the Ministry.
